Highlands houses are not Sydney houses
Most renovation advice online is written for Sydney project homes on a slab. Very little of it applies here.
A Bowral or Burradoo house is more likely to be a Federation or interwar cottage on a suspended timber floor, a 1970s or 1980s brick veneer in Mittagong or Moss Vale, or a rural property on tank water and an on-site septic system out towards Exeter, Sutton Forest or Robertson. Each of those changes what the bathroom renovation involves, and each changes the price.
The climate changes it too. The Highlands get proper winters. A bathroom here needs to deal with condensation, cold tile underfoot and, on rural blocks, pipes that can freeze. None of that is a problem if it is designed for. All of it is a problem if it is not.
The three things we look at first
The floor. A timber-framed floor makes layout changes far more achievable than a slab does — drainage has somewhere to run. But in an older house it also means checking the bearers and joists under a room that has, in many cases, been leaking slowly for decades. We check before we price, not after demolition.
The age of the lining. Houses built or renovated before about 1990 can contain asbestos cement sheeting in the wet areas and eaves. That is common in the Highlands' 1960s–80s stock. Where the age points to it, the room is tested before the price is finalised, and removal is done by a separately licensed removalist.
The services. Town water and sewer in Bowral, Mittagong and Moss Vale. Tank water with a pressure pump and an on-site sewage system on many rural blocks. Adding a bathroom — as opposed to renovating one — can affect a septic system's approval, and low-pressure tank systems need tapware chosen accordingly.
What changes the room most
Whatever the house, the changes that make a Highlands bathroom better to live in are consistent:
A walk-in shower in place of a bath-over-shower or a cramped cubicle, where the floor allows.
Heat — an underfloor mat, a heated towel rail on a timer, and a properly ducted exhaust fan so the mirror is clear and the ceiling stays free of mould.
Full-height tiling in the wet zones, which removes the painted wall that peels from steam.
A vanity with drawers, sized to the room rather than to whatever was in stock.
Weekenders and remote owners
A good share of Highlands houses belong to people who live in Sydney during the week. That is fine. The measure can be booked for a Saturday, selections can be made remotely, and progress is reported with photographs at each stage — strip-out, rough-in, waterproofing, tiling and fit-off.

As a 2026 planning guide, a main bathroom taken back to frame runs about $26,000 to $40,000, an ensuite $18,000 to $30,000 and a powder room $9,000 to $16,000. Character homes with subfloor repairs or heritage constraints start around $40,000. Trade travel into the Highlands is built into those figures.
Do I need council approval to renovate a bathroom in Bowral?
Usually not for a like-for-like renovation inside the existing room. The exception to check is a house that is itself a listed heritage item in the Wingecarribee LEP, where even internal work can need consent. Being in a heritage conservation area is not the same thing, and generally does not affect internal bathroom work.
Is underfloor heating worth it in the Highlands?
More than almost anywhere else in NSW. Bowral regularly sees frosts through winter, and a tiled floor on a timber subfloor is a cold surface. An electric heating mat under the tile is a modest line item when the floor is already up, and it is very difficult to add later.
